US lawmakers are working through the weekend for the initial time since the government shutdown began more than a month ago, but hopes for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a proposal unacceptable to Democrats: scrapping the ACA, known as Obamacare.
The effect on US citizens from the longest closure of the US government in history deepened on Saturday, as government employees went without pay, carriers were forced to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
As Saturday's session got under way, Republican senators welcomed a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"I am recommending to Senate Republicans that the Billions of Dollars currently being sent to money sucking Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump posted.
Multiple Republican senators praised the proposal, which is similar to a replacement for Obamacare put forward in 2017.
"We're going to replace this broken system with something that is actually better for the consumer," one senator said.
Another senator commended Trump's proposal on online platforms, and stood next to a large print of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in reply to Trump's suggestion. "We must stop taxpayer money from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the medical coverage they want."
Democratic senators shared concerned reactions to Trump's plan.
"Essentially, Donald Trump's 'proposal' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same unsuccessful Republican plan that's been rejected by voters and Congress."
Another senator reacted to the criticism of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? In that case I applaud your support for universal healthcare."
The Senate went into recess without finding a solution, but Senate Republican leaders have indicated an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the talks among centrists, said that Democrats "require another way ahead" after Republicans turned down an proposal to reopen the government and extend the payments for a year.
Another leading Democratic lawmaker continued in maintaining that Republicans should agree to a one-year extension of the payments before negotiating the long-term of the subsidies.
"Inaction is irresponsible because citizens will go bankrupt, people will become uninsured, people will get sicker," the senator stated in a floor speech. "That's what will happen if this Congress fails to act."
Not one of the Republican senators seemed to address the fact that patients would still need to buy coverage from the same carriers, or that Republican legislators need the support of eight Democrats to restart the government, and the concept of eliminating and replacing Obamacare with HSAs is improbable to earn a single Democratic vote.
Several analysts suggested that the essence of such a plan would remove the ACA's mandate that carriers cover individuals with existing health issues.
After his resort visit, Trump went back to his residence and doubled down on his demand that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that failed to garner enough backing in 2017.
