Nineteen of Medvedev's twenty-one championships have been achieved on hard surfaces
A comeback Daniil Medvedev won his initial championship for nearly 30 months with a win over Frenchman Moutet in the competition title decider.
The athlete, a ex- number one, has experienced a challenging period, managing just one match at the big events and experiencing a meltdown at the New York tournament.
The player's varied form on the tennis tour - and difficulties with his serving in specific - led to him exiting of the world's top 10 and finally splitting with long-time trainer Gilles Cervara.
Now working with Thomas Johansson and Rohan Goetzke, the tennis star has gradually improved in the past month - culminating in a tightly fought three-set win over opponent Moutet.
This represents his initial title following the Rome competition and first on a hard surface from March of that year.
The win also signifies he has won 21 victories at twenty-one distinct competitions.
"This marks the first occasion I'm at a tournament with my both daughters simultaneously, so to win a championship is especially meaningful," said world number 14 the champion.
"This championship is in tribute of my younger daughter my daughter, because the first title I achieved when my older daughter my daughter was born was for her."
The athlete, the past champion, had lost his previous six finals, including in the German tournament earlier this year.
His retrieving play style and recurring outbursts on the playing surface had prompted observers to question if his skill to play at the top level was over.
However the player has altered his approach in the past month, making an effort to come to the net and play assertively, backed up by an enhanced serve.
Medvedev fought back from a deficit in the opening set against the difficult Moutet, winning four of the last five exchanges to go ahead.
Both players exchanged breaks in the following set before the Frenchman, bidding for his initial tour title, took control to push for a decider.
He saved 4 early break points in a competitive deciding set before the Russian won the break to 15 to serve for the match.
Fittingly, Medvedev secured the win with a rally at the net, with the Frenchman failing to handle a volley after two hours and 38 minutes.
